In November 1993, the world witnessed a significant turning point in Cambodian history with the signing of the Paris Peace Accords. The Paris Peace Accords were the result of arduous negotiations between the Cambodian government, led by Prime Minister Hun Sen, and the three main political factions: the Khmer Rouge, the royalists loyal to former King Norodom Sihanouk, and the non-communist resistance. These factions had been embroiled in a long and brutal civil war that had torn the country apart since 1967. The Accords aimed to bring an end to the fighting and establish a framework for a democratic transition.

Amidst much anticipation and international scrutiny, the signing ceremony took place on November 23, 1993, in Paris, France. The agreement outlined the creation of the United Nations Transitional Authority in Cambodia (UNTAC), a UN peacekeeping mission entrusted with the responsibility of supervising a comprehensive political settlement in the country. The Accords paved the way for a general election that would allow the Cambodian people to choose their own government democratically.
